From October 25 to 27, 2010, the 5th EU-China High Level Round Table on Social Security was held in Beijing. More than 120 experts from China and Europe attended the conference. The conference focused on the reform and construction of social security system. They also discussed development strategies, review and evaluation of social security reform, social security integration, social health insurance system, social security system and other important issues.

Professor He Wenjiong attended the meeting and made a speech entitled “free movement of labor and social security integration”. He noted that social insurance system has an important impact on human resource allocation; therefore, the design of the social insurance system should be conducive to free flow of labor. China's 20 years of social insurance system reform promoted labor mobility. However, the existing social insurance system is still flawed, and does not meet the requirements of the labor market integration. In reflection of the design concept of the social insurance system, he proposed the objectives, approach and implementation mechanism of the construction and reform of the social insurance system.
