Abstract:
Government subsidy programs for the new energy vehicles (NEV) is one of the most important tools to reduce dependency on traditional energy and protect environment. By using the national-level NEV sales data during 2017-2018, this paper aims to investigate the welfare effect of the reduction in NEV subsidy. We first estimate a random-coefficients discrete choice model (BLP model) and conduct then counterfactual analysis. Results show that given that the consumers who do not buy NEV will not turn to traditional vehicles, the reduction in subsidy will lead to a welfare gain. However, considering even a limited amount of consumers who turn to buy traditional vehicles due to the reduction in NEV subsidy, a welfare loss may emerge.
